Additional information:
The provision of aftercare services for victims of Rape and Sexual Assault includes a solution incorporating a full time independent sexual violence advisor and initial counselling service within a multi-agency setting for those in the Cheshire Constabulary policing area who have suffered sexual violence both within and outside of the criminal justice system, including historic cases.

The provision of aftercare services for victims of Rape and Sexual Assault was awarded to Rape and Sexual Abuse Support Centre (Cheshire and Merseyside) [RASASC] following an EU Compliant tendering exercise for a 3-year period until the 31.3.2018 with an option to extend the contract for 2 further periods of 12 months. The PCC intends to award this contract under the negotiated procedure without prior publication which may be used for new works and services consisting of the repetition of similar works or services entrusted to the economic operator to which the same contracting authority awarded an original contract, provided that such works or services are in conformity with a basic project for which the original contract was awarded. It is the PCC's intention to award a 12-month extension of contract to RASASC for the provision of aftercare services for victims of rape and sexual assault under a VEAT notice, under section 32 (9) of the Procurement Contract Regulations 2015. In accordance with Regulation 99(3) of the Public Contracts Regulations 2015, the Police and Crime Commissioner will not enter into the contract before the end of a period of at least 10 days beginning with the day after the date on which this voluntary transparency notice is published in the Official Journal. This 10-day standstill period provides time for economic operators to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide remedies under statute for aggrieved parties.

A market engagement event will be held in the early part of 2020 and the recommissioning process (tender) for the aftercare services will follow thereafter as the Police and Crime Commissioner for Cheshire (PCC) along with NHS and local authority partners will establish a new contact to commence 1.4.2021. A prior information notice was issued under reference 2019/S 214-525485.
